Medicaid is the federal assistance program for low-income individuals. Seniors typically have a lower income in retirement so they often qualify. Medi-Cal is California's version of Medicaid. It is the state-level assistance program for low-income individuals. Medicare is a federal health insurance program for seniors 65+.
